Job Summary

The Capital Workforce Planning team has overall responsibility and oversight of workforce planning for Amtrak’s Capital Delivery Department that implements Amtrak’s Capital improvement projects and programs.

This Mgr Workforce Planning Analytics will work collaboratively with the Capital Workforce Planning team, Capital Delivery Department managers and leaders with planning, organization, and implementation of the Capital Delivery hiring processes focusing on data, analysis, and efficient utilization of resources with a primary focus on long-term project staffing, and staffing transitions across projects.

The position will support managing staffing plans for management headcount in Capital Delivery, and support development of a tool to manage transition of staff between capital projects.

This position will also be involved in annual and long-term planning needs for project staffing requirements over the lifetime of a project.

Essential Functions

  • Act as a point of contact to partner with key stakeholders to understand workforce requirements in terms of headcount, budget, & skills needed now and in the future. 
  • Collaborate with department heads to determine length of time on a project, existing headcount details, future headcount needs, hire timing, and timing for headcount transitions.
  • Understand and ability to develop and maintain Capital Delivery headcount database, develop models & reporting systems to support the long-term staffing plans and provide annual headcount projections or reductions.
  • Adapt to business shifts and changes and support identifying new talent requirements or scaling back on hiring plans.
  • Support the end-to-end cycle of workforce planning from collection during the annual operation plan to tracking related forecast processes through effective design and data management, and reconciliation.
  • Leverage internal and external data, trends, analytics, and insights to assess talent gaps, forecast resource needs, and model future scenarios to accurately identify and prioritize talent risks and opportunities.

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 7 years of relevant work experience.

Preferred Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 9 years of relevant work experience.
  • Demonstrated experience modelling workforce trends and analytics, including the utilization of various forms of data analysis.
  • Advanced knowledge of people metrics with ability to explain the data insights.

Knowledge, Skills, and Abilities

  • Proven workforce planning experience with understanding capital projects staffing and right sizing project staffing.
  • Knowledge of forecasting and workforce planning. Emphasis on large capital construction projects a plus.
  • Strong oral and written communication skills, and the ability to communicate at various levels in the organization.
  • Detail driven to be able to maintain data in different sources and ensure data integrity and accurate reporting.
  • Intermediate to advanced knowledge of database solutions for updating data and developing reporting in MS Solutions.
  • Experience with data visualization tools, Power BI preferred
  • Experience with MS Office Suite including Word, Excel, and Visio.
  • Experience with managing SharePoint Site content.
  • Experience with MS Forms or other resource for information intake.
  • Proven ability to meet deadlines, prioritize demands and solve problems creatively.
  • Excellent oral and written communication skills, and the ability to communicate at various levels in the organization.
  • Demonstrated ability to work with senior management to develop strong business partnerships and relationships.

The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
